New Used tank prep question

I got this tank off craigslist last week, it was in the guys garage and had been empty and dry for a long time. dont know if you can see it but if you look on the right side of the left overflow box just under the bright spot there is what was left of a monty (i think that is what he called it) he left behind when he tore the tank down. it was just like a flim or a white spot, but now it seems to becoming hydrated and puffing out should i try to scarp this off or will it come back to life even thou it has been without water for quit some time, theres lots of other pod like things that are to small to see with this picture that are doing the same thing on the over flow box.

It's not going to come back to life.

Scrap it off or not,I don't think will make a difference.If it concerns you,go ahead an remove it.
 
Reefs right.
Even though some corals get completely exposed at low tide,they are only exposed for a couple of hours.Once they have dryed out,their gone.
