How do I determine how large of a hole to drill in the over flow, and what if any bulk head size will I need??

Bulk Head Flow Chart:
Bulkhead Flow Rate Art __ scroll down about 1/3 page for the chart. I'm a nerd so I read it all too.
The size hole you need to drill will vary depending in what brand bulk heads you purchase. If you can't find the info on the page where you order the bulk heads, call and ask them. Most vendors are happy to tell you what size hole to drill for their bulk heads.
Then go buy your glass hole saw from these guys. It's in Hong Hong. Takes about 10-14 days to get it. Works good. Like cutting through butter with a blow torch.
