Does anyone know how to set this thing I have had no luck getting it to skim.....then again my tank is still cycling.

Try going on youtube and looking it up. I found lots of great videos and believe there is one showing your exact model.
It really helps, mine was a cinch after I watched a youtube video.

Unfortunatly, that particular skimmer is not a worth the plastic it is made out of. I had one as my first skimmer and never got the thing to skim propperly at all.
There are some modifications that you can do to increase the efficiency of the skimmer
Seaclone 100 and 150 modifications
I personally have not done those so not sure how well they will work.

I also had one early on and what I did was drill a hole right in the center of the cup top on top.. no bigger then an airline tube. then push an airline tube in with a flexible bubble wand on the end of it, down into the skimmer wrapping around the cone, then hook up a small air pump to the end and dont forget to put a control valve in so you can control the air coming through the airline tubing.. its just that the maxi jet pump doesnt produce enough bubbles for the skimmer to function properly.. after I did this it really wasnt a bad skimmer..
