Usually you have to prime canister filters. Did you read the directions on how to set it up? Fill the body with water, start a siphon to get it started, etc. Most canister filters do not start working on their own.

And regarding your title, a canister filter and a skimmer are two different things :)

it said to start it up before you added water so it could get air in the system but itys filled with water and nothing
