Tank just got done cycling what are these tiny black spots on my rock

They are called "death spores," which means that part of the rock is in bad health and could possibly die.

well considering I have only had my tank for a week and it was base rock that does not make much sense

If I had to guess I'd say it's some sort of algae, but other than that, no idea.
