What is this?

Hi all-
I am a first-time fish keeper. My roommate and I have observed this growing in the corner of the tank. Can anyone I.D. it? Is it harmful?

Also, the tank was established in late January.

Thank you everyone! It appears to be light green-brown with white heads, and almost jelly looking in consistency. I apologize for the low-quality photo - my camera is rather old.
