The T5 are better.
More efficient,better PAR/lumens per watt.(I hope you don't want me to explain the PAR/Lumens thing,lets just say its more usable light for corals etc.)

can you put those fixtures over a open tank?

In the more info part it says something about not putting it over the water

All of them always say not to place them over open water. It's okay, just keep them clean and don't let them get splashed.
