will a uv sterilizer kill dinoflagelates?

The UV sterilizer can only kill the things that pass through it. Since the dinos are on your rocks and sand, the UV will not make a difference.
 
I don't know what can b fueling it. I think its that I don't dip my incoming corals and also my tank might get a little sun during the day because of this window we have that's normally covered but I'm actually having it tinted black.
 
Dinos are confusing and difficult to deal with. I'm not really sure what fuels them. They don't seem to grow and respond like typical algae. I've had outbreaks in my tank of dinos, with nothing that seemingly changed to trigger them. You just have to deal with them the best you can and maybe we don't know the cause.
 
I would start with a bit more flow on the bottom. Maybe see if you can cut back on some feedings. Manual removal wouldn't hurt either. Keep up on W/C and give it some time.
