yes, but and its part of having a new tank. All tanks will go through algae cycles, but if you dont get on top of it, the algae can become a permeant feature.

this tank is a year old and just did a water change took out about 5 gallons water and cleaned sand

Then im guess you stirred up a bunch of junk that the algae is now feeding off of. What are you nitrates at?

Blue actinic will definitely cause coralline to grow. We have 35 watts of blue and 35 watts of white CPL over a 20gL and the coralline has covered almost everything.

Lotta talk here about calcium but understand that coralline sucks a lot of carbonates out of the water and this is why -once coralline is well established- most people will have to dose both cal and alk using with kalkwasser.
