Its only been about 15 days but I have diatoms, 0 ammonia. 0 nitrite, 25 nitrate. Is it safe to add cleaner crew? If so, how much should I add?

I like to gradually get my CUC rather than buy a whole bunch right in the beginning. I'd go with about 30 each Cerith and Astraea snails for your rock and glass. After you get a fish and are feeding the tank get about 30 Nassarius snails for keeping your sandbed clean. You may want to increase these snail numbers once your tank settles in and add shrimp, brittlestars and a few reef safe crabs if you like.
You will want to do a water change to get the nitrates down before adding anything, and make sure that the tank is fully cycled.

Its only been 15 ish days. Can it really be done? 55 lbs live rock and a piece of shrimp.

Sure, it can be done in 15 days. If you saw a spike in ammonia and it came down to 0 you are good to go. Fun stuff!
