DIY 3 w led tester

Does anyone have any recommendations for an 3 w LED tester? They sell them online for a few bucks but then you always have the annoying thing called taxes and shipping that is more than the item itself. Anyone have any thoughts?

I have a twin double A battery tester. I picked it up at the same place I picked up my first uno. This is very similar to what I have: http://www.amazon.com/Double-Battery-Holder-Leads-Switch/dp/B0083LW8QC. I just put a 1k ohm resistor on it so I don't blow anything. The led isn't too bright but you can tell when its working and when its not.
