drain pipe or overflow pipe issues

This drain pipe came with my tank that I bought off of Craigs list. The previous owner i gues put it in like this. Ive lost about 4 fish going down this pipe so I put this netting on to keep them out but not interrupt the water flow.

Can anyone suggest something else I can put atop of this pipe or maybe remoe the pipe and put some other device on ? We've already tried using a pvc cap with holes in it but I think it wasn't letting enough water go down.
 
Yes, its about 2-3 inches. I'll try to get a pic from another angle. Its just that it looks kind of tacky with the green netting on top w/rubberband. Id like to try something else that looks a litte nicer.
 
I think that is about as pretty as you are going to get, i have a cover for my siphon tube and its exceptionally ugly. You could try and find some cream colored netting to help hide it
 
What about taking a PVC coupling and slicing the top to make teeth like on an overflow? You could then paint it black so it will blend in a little better.
