Lighting for Refugium Question

So, I got inspired by Biff's refugium and I'm setting up one of my own. Here's Biff's:

So I'm wondering if I could use this light:

Home Series 250 Watt 3-N-1 Home Project Worklight - L-1720 at The Home Depot

I'm still fuzzy about the whole how many watts per gallon thing but 250 doesn't seem like a lot. Also, is this the same as silver halide? Do the plants and critters in there want actenic? Would I be better off doing something like this instead and if I do want to do that what kind of bulb would I need for a big tub that's a little over half filled?

Wow, I'm an inspiration! Haha.

Mine are regular clamp-on shop lights from Lowe's. And I used regular old swirly CFL bulbs in mine, nothing special. Just get a low K rating -- I think mine are 2,700. I am using two bulbs that are 23 watts each (but equivalent to 150 watts of the "old" light bulbs). Algae doesn't need a lot to grow.
 
i actually lit the crap out of my fuge
i want algea to love to grow in it
which it does, and i dont have a lick of it in my DT
 
I'm like biff on this one, i'm just using the el-cheapo clamp on lights from homedepot, and a couple swirly cf bulbs, i have one that is the 2700k and one that is the next one up, i think its like 4100k or something like that...
