Yes the one I am getting has the hanging light. and as for the whole cold not by choice I live in an older building and lets just say when its 40 outside its about 50 inside with out the heater on so its pretty "ventilated" meaning the windows don't do crap! I do keep the heat on I just don't keep it at 70 all the time!

Hanging light shouldn't be much of an issue at all. Lots of free flowing air.
2-3 degrees max I would guess. Depending on how close to the water.
I would think you would need a heater more than a chiller.

I highly doubt that you'd need a chiller in the summer. I live in Arizona, where it routinely hits 115+ and I don't have a chiller.

I kind of thought I would be good, its Seattle! AC what is that?
