My fish tank is shocking me ?

My 225gal saltwater tank is shocking me when I put my hand in it. I'm having some nitrate problems right now. There at 40ppm. They were at 160ppm. I had three small heaters in my sump and I thought they were the problem but when I took them out it still shocked me. My fish are all still living. Even when I touch my valve to turn off my sump it shocks the crap out of me. Any ideas as to what is going on?
 
It plugs into the wall. Electricity will take the path of least resistance, so adding a grounding probe that plugs into the wall (Must be a grounded wall plug) will keep the electrical current from traveling through your tank and straight to a known ground.

Something like this is what you should be looking for.
