Last Octobers storm, 9 days no power wiped out my tank, 125G w/ 75 sump/fuge. Had to dismantle tank to replace flood damage, gave up. 2 weeks ago got that itch again, started setting back up, but.... My rock is dead, my sand is dead, is there any chance of buying a few nice pieces of live rock from my lfs and re-seeding my old rock or do I need to start from scratch? Same with the sand?

a new rock will get everything started up again you can use all the old stuff, may wanna replace the sand though

uggg, really? Just put 5 inches deep and finished filling. It sat in buckets for a year :/

You don't want 5 inches of sand anyways. That may lead to water quality issues. Stick with 2 inches or less.

shovel it out? Can I salvage the old sand? Deep bed in fuge? Live rock in over flow section of sump ok, or is water moving too fast?

You could re-use some of the sand, just make sure you rinse it very, very well. The dead/dry rock can be eventually reseeded with a piece of live rock from the lfs. You should think about replacing the stand too if it sustained significant water damage.
