Do you have water in your tank already? If yes, then I'd turn everything off, add the sand, let it settle for a few hours, then turn your filters back on. The filters will help clear up the water faster. Keep in mind, it will still be cloudy for a day or two after you add the sand, no matter what you do.

If you shut off all water movement and use a small bucket or cup you can pore it out right on the bottom. Or if you have pvc and a funnle that works nice too. It will get cloudy no matter what.
