Ph Dropping

My tank is 15 months old. The Ph was 8.3 as long as I could remember. In the last month or so its started to drop a little below 8. Questions.

1. I've heard older tanks can start to get chronically low Ph. Is this true?
2. Why?
3. Can you get rid of chronically low Ph? How?
4. If I do a water change with Oceanic salt Ph 8.3, could I cause Ph shock?

use PH buffer you can get it at you LFS other wise this is the lowest that I have seen it for cost.. I'd get the first bottle from the LFS so you can get you PH up to Normal..
