question about WEIPRO skimmer

i want to ask how to adjust weipro skimmer ,i put it hanged on the tank and making the water reaches the bottom of the cup ,,is that right ?

why after producing some skimmate in the cup ,, after some time i found no foam stepping up in the cone , then after a while it reback producing foam ????

It will take a week or two for the skimmer to start working. That's normal -- they take some time to break in. Don't worry about it not working well during that period.
