Tail Spot Blenny versus Lil goby

I have a tiny goby that hides in the rock and is quite peaceful. When ever he comes out to feed my Tail Spot Benny chases him back into the rock super-fast. Is this normal for the Tail Spot Blenny? The goby hardly ever comes out at all.

That's normal for a blenny.

That usuallly don't like other blennies and anything that looks similar.
