usually bubbles like that are a sign of a coming algae bloom.

You won't see it growing just yet usually after I see those bubbles it's a couple days to a weeks time before I actually see that algae growing.

Nope, it's Volonia Saltwater Aquarium Green Algae

Looks like cyano to me. Red slime algea. Diatoms are "dustier" and will blow away with a wave of the hand in front of them.

Cyano is just another stage 99% of aquariums go through during and after a cycle. Try increasing the water flow in that area to help disperse it.

All algae will produce gas bubbles, they're a part of the photosynthesis process.

Okay I moved the rock. The power head is blowing on it directly.

I also just noticed that there is some brown stuff that looks like diatoms on the power head.

It looks like cyano to me, too. Maybe increase the flow in your tank with another powerhead/wavemaker? Cut down your lights? Feed less? Increase your WCs?

Does the algae look stringy or slimey at all? Or does it look like dust/dirt on your rocks.

It doesn't look stringy or slimy. More like the dirt.
