Mixing Alk Solution

I'm trying to mix up a batch of stock solution of Red Sea Foundation B Alkalinity. According to the chemical warning on the side its just sodium carbonate. (Now that I know its nothing special I'm moving to BRS 2 part to save a ton of cash) Anyway, I'm having trouble mixing the stuff. I got a 3 gallon bucket, put in two liters of RODI water, the appropriate dose of dry soda ash and let it run with a maxijet for four hours.

What I have now is essentially no powder left in the bucket, but the resulting solution is slightly cloudy and you can see particulate floating. Is this normal for self-mixed Alk solution or do I have a bad batch of soda ash? I've tried mixing up a number of batches and this is what I get every time.

My alk from the BRS 2 part looks like that when first mixed, I pour it in the 1 gallon jug for storage and it clears up overnight
