Hello,my question is my tank and everything in my refugium has gotten little white specs onthem, they are hard and stuck pretty solid. Has anyone had these and if so can you get rid of them

I'm brand new to saltwater and have a question about ph. My water comes out of my ro/di filter at 9.21 so what can I do to lower it? I have nothing in the tank yet except sand and rock.
