When people say get a skimmer that can handle twice the size of your tank is that including sump or no?

This may sound like a dumb question but here goes, if I buy a bottle of pods and put it in my fuge with the cheeto how does it help my tank do they get into the DT via return pump?

Hiya, I just picked up a 36 inch nova extreme from a friend for dirt cheap,it has 4 bulbs at 39 watts each nice light but the fan is loud!!!!!! Is there anything I can do Im thinking of running it with out the fan would that be real bad?
