    Lower wattage bulb with a higher wattage ballast

    Is it safe, or even possible, to run a 250 Watt MH bulb in a 400 Watt ballast? If not, would a 20,000k bulb be fine over a 26 gallon SPS reef? The main thing that concerns me is the intensity of a 400 Watt light bleaching everything in my little tank. All help appreciated.
